    AN ACT concerning transportation.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The I-FLY Act is amended  by changing Section 5 
5
as follows:

    Sec. 5. Findings. The General Assembly finds that, in
order 
8
to create, retain, and stabilize reliable air service
to 
9
commercial service airports outside of Cook County,
improve 
10
accessibility to business and industrial centers,
augment 
11
Illinois'
the State's tourism industry, and encourage the

12
development of facilities and support initiatives for

13
community growth, cooperation between the State, airports, and 
14
communities is
essential.  The General Assembly
further finds 
15
that a State grant program is the best method
to achieve these 
16
ends.
