Amends the Department of Human Services (Alcoholism and Substance Abuse)
Law of the Civil Administrative Code of Illinois. Directs the Department to study the costs and benefits of establishing a specific treatment methodology for people suffering from both mental illness and substance abuse. Requires a report to the Governor and the General Assembly by February 1, 2005. Effective immediately.

| AN ACT concerning the treatment of substance abuse.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Department of Human Services (Alcoholism and |
| 5 |
| Substance Abuse)
Law of the Civil Administrative Code of |

| Illinois is amended by adding Section 5-16 as follows: |
| 7 |
| (20 ILCS 310/5-16 new) |
| 8 |
| Sec. 5-16. Study of treatment methodology. The Department |
| 9 |
| shall study the benefits of establishing a preferred treatment |
| 10 |
| methodology for people suffering from both mental illness and |
| 11 |
| substance abuse. If the Department determines that such a |
| 12 |
| methodology is appropriate, it shall propose a preferred |
| 13 |
| methodology and estimate the costs of providing treatment |
| 14 |
| according to that methodology. The Department shall report its |
| 15 |
| conclusions and findings to the Governor and the General |
| 16 |
| Assembly by February 1, 2005.

| Section 99. Effective date. This Act takes effect upon |
| 18 |
| becoming law.
