    Amends the Illinois Century Network Act.  Provides that the Network shall provide broadband access to certain businesses to encourage expansion of broadband in underserved areas. Effective immediately.

    AN ACT concerning broadband access.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The Illinois Century Network Act is amended  by 
5
changing Section 10 as follows:

    Sec. 10. Illinois Century Network. The Illinois Century 
8
Network shall be a
service creating and maintaining
high speed 
9
telecommunications networks that provide reliable 
10
communication
links to and among Illinois schools, 
11
institutions of higher education,
libraries, museums, research 
12
institutions, State agencies, units of local
government, 
13
businesses, and other local entities that provide services to 
14
Illinois
citizens.  The Illinois Century Network shall build on 
15
existing investments in
networking schools, colleges, and 
16
universities, avoid duplication of future
efforts, maintain 
17
sufficient capacity to meet the requirements of the

18
participating institutions, and stay current with rapid 
19
developments in
technology.  The Illinois Century Network shall 
20
be capable of delivering
state-of-the-art access to education, 
21
training, and electronic information and
shall provide access 
22
to networking technologies for institutions located in
even the 
23
most remote areas of this State. The Illinois Century Network 
24
shall provide broadband access (including wireless fidelity, 
25
"wi-fi") to certain businesses certified by the  Department of 
26
Commerce and Economic Opportunity in order to encourage the 
27
expansion of "last-mile" broadband in underserved areas of the 
28
State.  The Illinois Century Network shall also undertake other 
29
legislative initiatives to encourage that expansion.

    Section 99. Effective date. This Act takes effect upon

becoming law.
