SYNOPSIS AS INTRODUCED:

735 ILCS 5/7-103.113 new

Amends the Code of Civil Procedure. Grants quick-take authority to the City of Morris for the purpose of extending the airport runway. Effective immediately.

AN ACT concerning land.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Code of Civil Procedure is amended by adding Section 7-103.113 as follows:

Sec. 7-103.113. Quick-take; City of Morris. Quick-take proceedings under Section 7-103 may be used for a period of 18 months after effective date of this amendatory Act of the 93rd General Assembly for the purpose of airport runway extension for the acquisition of the following property:

LEGAL DESCRIPTION PARCEL "L"- TRACT 1

That part of the Northwest Quarter of Section 22, Township 34 North, Range 7 East of the Third Principal Meridian described as follows:

Commencing at the northwest corner of the Northwest Quarter of said Section 22; thence North 89° 14' 55" East along the north line of the Northwest Quarter of said Section 22 for a distance of 444.42 feet for a place of beginning; thence continuing North 89° 14' 55" East along the north line of the Northwest Quarter of said Section 22 for a distance of 1510.13 feet; thence South 00° 00' 38" West for a distance of 1441.00 feet; thence North 89° 59' 22" West for a distance of 1510.00 feet; thence North 00° 00' 38" East for a distance of 1420.92 feet to the place of beginning, containing 49.604 acres more or less, in Grundy Country, Illinois.

LEGAL DESCRIPTION PARCEL "L"- TRACT 1 AVIGATION EASEMENT 1:

That part of the Northwest Quarter of Section 22, Township 34 North, Range 7 East of the Third Principal Meridian described as follows:

Commencing at the Northwest corner of the Northwest Quarter of said Section 22; thence North 89° 14' 55" East along the north line of the Northwest Quarter of said Section 22 for a distance of 444.42 feet for a place of beginning; thence continuing South 00° 00' 38" West for a distance of 1420.92 feet; thence North 89° 59' 22" West for a distance of 95.00 feet; thence North 00° 00' 38" East for a distance of 1419.66 feet, more or less, to a point on the north line of said Northwest Quarter; thence North 89° 14' 55" East along said north line for a distance of 95.00 feet to the place of beginning, containing 3.098 acres, more or less, in Grundy Country, Illinois.

LEGAL DESCRIPTION PARCEL "L"- TRACT 1 AVIGATION EASEMENT 2:

That part of the Northwest Quarter of Section 22, Township 34 North, Range 7 East of the Third Principal Meridian described as follows:

Commencing at the Northwest corner of the Northwest Quarter of said Section 22; thence North 89° 14' 55" East along the north line of the Northwest Quarter of said Section 22 for a distance of 1954.55 feet for a place of beginning; thence continuing North 89° 14' 55" East along the north line of the Northwest Quarter of said Section 22 for a distance of 95.00 feet; thence South 00° 00' 38" West for a distance of 1442.26 feet; thence North 89° 59' 22" West for a distance of 95.00 feet; thence North 00° 00' 38" East for a distance of 1441.00 feet to the place of beginning, containing 3.144 acres more or less, in Grundy County, Illinois.

LEGAL DESCRIPTION PARCEL "L"- TRACT 1 AVIGATION EASEMENT 1:

The lateral transitional surface for Runway 18/36, said transitional surface being an inclined plane with a slope of Seven-to-One (7:1) (One foot of elevation for every seven feet of horizontal distance) located directly above the said transitional areas shown on the attached Exhibit "B" and which inclined plane above Parcel L, Tract 1, is described as follows:

The inclined plane which has an elevation of 617.36 feet above mean sea level, approximately 59.8 feet above the existing ground elevation at Point A, and which inclined plane has an elevation of 603.79 feet above mean sea level, approximately 46.1 feet above the existing ground elevation at Point B, and which inclined plane has an elevation of 628.78 feet above mean sea level, approximately 72.6 feet above the existing ground elevation at Point C, and which inclined plane has an elevation of 615.21 feet above mean sea level, approximately 59.4 feet above the existing ground elevation at Point D.

LEGAL DESCRIPTION PARCEL "L"- TRACT 1 AVIGATION EASEMENT 2:

The inclined plane which has an elevation of 603.79 feet above mean sea level, approximately 46.3 feet above the existing ground elevation at Point E, and which inclined plane has an elevation of 617.36 feet above mean sea level, approximately 59.9 feet above the existing ground elevation at Point F, and which inclined plane has an elevation of 615.21 feet above mean sea level, approximately 60.4 feet above the existing ground elevation at Point G, and which inclined plane has an elevation of 628.78 feet above mean sea level, approximately 74.1 feet above the existing ground elevation at Point H.

Section 99. Effective date. This Act takes effect upon becoming law.
