SENATE JOINT RESOLUTION

 
2     WHEREAS, Countries such as Japan and Germany require life
3 supporting first aid training as part of their basic driver
4 education courses; and
 
5     WHEREAS, The State of Illinois currently does not require
6 students in driver education classes to participate in any life
7 saving first aid classes; and
 
8     WHEREAS, The National Highway Traffic Safety
9 Administration's 1992 report, "National Standard Curriculum
10 for Bystander Care", revealed that prompt aid given to those
11 people injured in highway accidents, before the arrival of EMTs
12 or other medical personnel, could reduce the risk of disabling
13 injuries and death by 50%; therefore, be it
 
14     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
15 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
16 CONCURRING HEREIN, that there is created the Joint Legislative
17 Committee on Life Saving First Aid Training to address whether
18 or not life supporting first aid training would be beneficial
19 if added to the basic driver education course offered in high
20 school; and be it further
 
21     RESOLVED, That the Committee shall consist of 8 members, 2
22 appointed by the President of the Senate, 2 appointed by the
23 Speaker of the House of Representatives, 2 appointed by the
24 Minority Leader of the Senate, and 2 appointed by the Minority
25 Leader of the House of Representatives; that, of the 2 members
26 appointed by each leader, at least one shall be a member of the
27 General Assembly; and that all of the members shall serve
28 without compensation, but shall be reimbursed for their
29 reasonable and necessary expenses from funds appropriated for
30 that purpose; and be it further

1     RESOLVED, That the Committee shall evaluate (1) the need
2 for this training within the State of Illinois, (2) how the
3 training will be incorporated into the high school curriculum
4 and recognized by the Secretary of State, (3) the cost of
5 implementing the training, including determining if student
6 fees should be involved, (4) how the training will be continued
7 after initial completion, including the need for continuing
8 education during the driver's license renewal period, and (5)
9 the use of incentive and marketing plans; and be it further
 
10     RESOLVED, That the Committee shall seek staff support from
11 the State Board of Education to aid in its research; and be it
12 further
 
13     RESOLVED, That the Committee shall report its findings and
14 recommendations to the General Assembly on or before April 1,
15 2005; and that upon filing its report the committee is
16 dissolved.
