2 | WHEREAS, The members of the Senate of the State of Illinois | ||||||
3 | were saddened to learn of the death of William L. Fay of | ||||||
4 | Jacksonville on January 18, 2004; and
| ||||||
5 | WHEREAS, Mr. Fay was born on September 8, 1914 in Eau | ||||||
6 | Claire, Wisconsin, the son of William Augustus and Emily Jane | ||||||
7 | Allan Fay; and
| ||||||
8 | WHEREAS, He married Elizabeth Long on June 29, 1940 in | ||||||
9 | Pontiac, and she preceded him in death on May 2, 1990; he later | ||||||
10 | married Patricia Hughes Becker on February 16, 1991; and
| ||||||
11 | WHEREAS, Mr. Fay was a Phi Beta Kappa graduate of Illinois | ||||||
12 | College, class of 1935, where he was co-editor of the Rambler | ||||||
13 | and President of Sigma Pi Literary Society; he attended Culver | ||||||
14 | Summer Naval School from 1930-1932 and was one of the editors | ||||||
15 | of the Culver Vidette; from 1935-1938, he attended Harvard Law | ||||||
16 | School, where he was a member of the Powell Law Club and a | ||||||
17 | winning oralist in the Ames Moor Court Competition; he began | ||||||
18 | the practice of law in Chicago with the firm of Gardner, Carton & | ||||||
19 | Douglas; and | ||||||
20 | WHEREAS, In 1942, he joined the United States Navy and was | ||||||
21 | sent to Ohio State for officer training; he served in Memphis, | ||||||
22 | Tennessee, then in the invasion of Sicily; later he was sent to | ||||||
23 | the South Pacific where he spent a year on the Russell Islands | ||||||
24 | as officer in charge of Airborne Training Unit 2, training B-25 | ||||||
25 | groups; during the last year of World War II, he was ordered to | ||||||
26 | the Glenview Naval Air Station near Chicago where he served as | ||||||
27 | aide to the commanding officer; finally, he was sent to several | ||||||
28 | bases in Kansas where B-29 crews were training for attacks on | ||||||
29 | Japan; and
| ||||||
30 | WHEREAS, Mr. Fay held honorary degrees from both |
| |||||||

|||||||
1 | Jacksonville colleges, Illinois College and MacMurray College, | ||||||
2 | where he was a lifetime trustee; when Mr. Fay was released from | ||||||
3 | the Navy, he returned to Jacksonville and became a partner in | ||||||
4 | the Bellatti law firm; his first public office was secretary of | ||||||
5 | the Jacksonville Airport Authority, which he helped to | ||||||
6 | organize; he replaced Oscar Zachary as State's attorney and | ||||||
7 | later became Jacksonville's city attorney; a high point of his | ||||||
8 | legal career came when he was elected a delegate to the Sixth | ||||||
9 | Illinois Constitutional Convention and appointed by Samuel | ||||||
10 | Witwer as chairman of the Committee on Judiciary; when the | ||||||
11 | convention was over, the Chicago Tribune recognized Mr. Fay for | ||||||
12 | his outstanding service and referred to him as "a stabilizing | ||||||
13 | force both in committee and on the floor"; and
| ||||||
14 | WHEREAS, He served in many civic posts, including president | ||||||
15 | of Kiwanis, Chamber of Commerce, and the YMCA; he recently | ||||||
16 | co-chaired the Jacksonville Public Library Rebuilding | ||||||
17 | Campaign; until the Jacksonville Journal-Courier was sold, Mr. | ||||||
18 | Fay was editorial director and shared opinions with his | ||||||
19 | brother, Robert, the publisher; he was also a member of the | ||||||
20 | Congregational Church; and
| ||||||
21 | WHEREAS, A lifelong outdoorsman, Mr. Fay spent his summers | ||||||
22 | at Moscow Bay, near Bath, from the time he was an infant; he | ||||||
23 | chronicled his years spent there in the book "Life at Moscow | ||||||
24 | Bay," which he wrote and published in 2001; and
| ||||||
25 | WHEREAS, The passing of William L. Fay will be deeply felt | ||||||
26 | by many, especially his wife, Patricia; his two daughters, | ||||||
27 | Emily (husband, Fred) Osburn and Ann Sterry Fay; his five | ||||||
28 | grandchildren, Elizabeth (husband, Peter) Cappas, Kathryn | ||||||
29 | (husband, Christopher Lu) Thomson, Sarah (husband, Garen) | ||||||
30 | Dodge, Rachel (husband, Hank) Gray, and Robert B. (wife, Erin) | ||||||
31 | Thomson III; his eight great-granchildren; his two stepsons, | ||||||
32 | Steve (wife, Daryl Jean) Becker and Jeffrey (wife, Linda) | ||||||
33 | Becker; his two step-daughters, Susan (husband, Tom) Feuerbach |

1 | and Janet Becker Shouse; his nine step-grandchildren; and his | ||||||
2 | step-great-grandchild; and

3 | WHEREAS, He was preceded in death by twin sons, Christopher | ||||||
4 | Sterry and William Augustus; and his brother, Robert A. Fay; | ||||||
5 | therefore, be it | ||||||
6 | RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
8 | William L. Fay along with all who knew and loved him and extend | ||||||
9 | our sincere condolences to his family and friends; and be it | ||||||
10 | further

11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented to the family of William L. Fay as an expression of | ||||||
13 | our deepest sympathy.
