| SENATE RESOLUTION
|

| WHEREAS, The members of the Senate of the State of Illinois |
| 3 |
| learned with regret of the death in Iraq of Sergeant Ivory L. |
| 4 |
| Phipps of Chicago on Wednesday, March 17, 2004; and
|
| 5 |
| WHEREAS, Sergeant Phipps had re-enlisted at the age of 43 |
| 6 |
| to provide for his family and had been in Iraq less than a week |
| 7 |
| when he was killed in a mortar attack; and
|
| 8 |
| WHEREAS, Sergeant Phipps had been stationed in Kuwait until |
| 9 |
| Sunday, March 14, 2004, when he was sent to Iraq; he was a |
| 10 |
| driver assigned to the 1544th Transportation Company, which is |
| 11 |
| based in Paris; and
|
| 12 |
| WHEREAS, Sergeant Phipps, the youngest of eight children, |
| 13 |
| first joined the military when he was 18 and was a Desert Storm |
| 14 |
| veteran; he went on to serve 15 years in the National Guard; at |
| 15 |
| home, he worked as a driver for a rental car company; and
|
| 16 |
| WHEREAS, The passing of Sergeant Ivory L. Phipps has been |
| 17 |
| deeply felt by many, especially his fiancee, LaToya Ragsdale; |
| 18 |
| his son, Elijah Lee Phipps; and his many other family members; |
| 19 |
| therefore, be it |
| 20 |
| RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL |
| 21 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 22 |
| Sergeant Ivory L. Phipps, and we extend our sincere condolences |
| 23 |
| to his friends, family, and all who knew and loved him; and be |
| 24 |
| it further |
| 25 |
| RESOLVED, That we honor the memory of Sergeant Phipps and |
| 26 |
| his willingness to serve our country which led to him making |
| 27 |
| the ultimate sacrifice; and be it further
