| SENATE RESOLUTION
|

| WHEREAS, The members of the Illinois Senate wish to express |
3 |
| their sincere condolences to the family and friends of Manuel |
4 |
| Eliseo Navarro, who passed away on October 1, 2004; and
|
5 |
| WHEREAS, Mr. Navarro was born on February 11, 1953 to |
6 |
| Eliseo and Imelda Navarro; he married Constance Lynn Engle and, |
7 |
| together, they had four children; and
|
8 |
| WHEREAS, Mr. Navarro attended Holy Angel's grade school, |
9 |
| graduated from Andrean High School in 1971, and attended St. |
10 |
| Joseph's College; he served in the United States Coast Guard; |
11 |
| and he was the former director of the Gary Police Department |
12 |
| Civil Defense unit; and
|
13 |
| WHEREAS, Mr. Navarro was a successful businessman; in 1975, |
14 |
| he founded Navarro Construction and, in 1976, he founded his |
15 |
| second company, Tierra Environmental; he received several |
16 |
| awards and recognition in relation to his businesses, for both |
17 |
| community involvement and successful minority contracting; and
|
18 |
| WHEREAS, Manuel Navarro was also heavily involved in a |
19 |
| variety of organizations throughout Indiana and Illinois; he |
20 |
| was a member of the board of directors of the Kimbrough Center |
21 |
| for state corrections, a certified OSHA safety inspector, |
22 |
| president of Hispanic of Northwest Indiana, chairman of the |
23 |
| corporate membership committee for Hispanic Voices Ltd., a |
24 |
| member of the Hispanic Democratic Organization, an honorary |
25 |
| Lake County Sheriff's deputy, vice president of the Illiana |
26 |
| Hummer Club, as well as a team leader of the Hummer Emergency |
27 |
| Response Team; and
|
28 |
| WHEREAS, Mr. Navarro was honored many times throughout his |
29 |
| career with awards for community involvement, minority |
30 |
| education and employment, and other areas that benefited the |
