| SENATE RESOLUTION
|

| WHEREAS, The members of the Illinois Senate are concerned |
| 3 |
| with the plight of innocent victims of genocide around the |
| 4 |
| world and recognize that stable and peaceful international |
| 5 |
| conditions provide benefits and opportunities for the citizens |
| 6 |
| of this State; and
|
| 7 |
| WHEREAS, Since seizing power through a military coup in |
| 8 |
| 1989, the government of Sudan has repeatedly attacked and |
| 9 |
| dislocated the civilian population in southern Sudan in a |
| 10 |
| coordinated policy of ethnic cleansing that has cost the lives |
| 11 |
| of more than 2,000,000 people and that has dislocated more than |
| 12 |
| 4,000,000 people; and
|
| 13 |
| WHEREAS, Sudanese government forces and |
| 14 |
| government-supported militia forces have used the rape of |
| 15 |
| women, the abduction of children, and the destruction of food |
| 16 |
| and water resources as weapons of war; and |
| 17 |
| WHEREAS, The United States Agency for International |
| 18 |
| Development believes that the violence and the obstruction of |
| 19 |
| the delivery of food, shelter, and medical care to the people |
| 20 |
| in the Dafur region of Sudan will result in the death of an |
| 21 |
| estimated 320,000 people between April 1, 2004 and December 31, |
| 22 |
| 2004; and |
| 23 |
| WHEREAS, H.R. 5061 is a bi-partisan bill currently under |
| 24 |
| consideration in the 108th United States Congress to provide |
| 25 |
| assistance for the current crisis in the Dafur region of Sudan |
| 26 |
| and to facilitate a comprehensive peace in Sudan; therefore, be |
| 27 |
