| AMENDMENT TO HOUSE BILL 294

| AMENDMENT NO. ______. Amend House Bill 294 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 45-70 as follows:
|

| (30 ILCS 500/45-70 new) |
| 7 |
| Sec. 45-70. Vehicles assembled in Illinois or comprised of |
| 8 |
| Illinois parts. Any State contract awarded on or after the |
| 9 |
| effective date of this amendatory Act of the 94th General |
| 10 |
| Assembly that requires the purchase or lease of one or more |
| 11 |
| motor vehicles shall be awarded to an otherwise qualified |
| 12 |
| bidder who agrees to supply motor vehicles (i) assembled in |
| 13 |
| Illinois or (ii) not assembled in Illinois but comprised at |
| 14 |
| least 20% of parts made in Illinois, provided that the cost to |
| 15 |
| the State of purchasing or leasing such motor vehicles is not |
| 16 |
| more than 10% greater than the cost of purchasing or leasing |
| 17 |
| motor vehicles that do not meet the description of this |
| 18 |
| preference but otherwise meet the contract specifications. |
| 19 |
| A motor vehicle is assembled in Illinois if (i) a majority |
| 20 |
| of the assembly of the vehicle occurs in Illinois and (ii) the |
| 21 |
| final assembly of the vehicle occurs in Illinois.".
