| "Section 5. The Abused and Neglected Long Term Care |

| Facility Residents Reporting
Act is amended by changing Section |

| 6.8 as follows:

| Sec. 6.8. Program audit. The Auditor General shall conduct |
| 9 |
| a biennial
program audit of the office of the Inspector General |
| 10 |
| in relation to the
Inspector General's compliance with this |
| 11 |
| Act. The audit shall specifically
include the Inspector |
| 12 |
| General's effectiveness in investigating reports of
alleged |
| 13 |
| neglect or abuse of residents in any facility operated by the
|
| 14 |
| Department of Human Services and in making recommendations for |
| 15 |
| sanctions to
the Departments of
Human Services and Public
|
| 16 |
| Health. In conjunction with the audit required by this Section, |
| 17 |
| the Auditor General shall examine, on a test basis, facility |
| 18 |
| records concerning reports of suspected abuse of facility staff |
| 19 |
| by patients or residents. The Auditor General shall conduct the |
| 20 |
| program audit according to the
provisions of the Illinois State |
| 21 |
| Auditing Act and shall report its findings to
the General |
| 22 |
| Assembly no later than January 1 of each odd-numbered year.
