2 | AMENDMENT NO. ______. Amend House Bill 595 by replacing the | ||||||
3 | title with the following: | ||||||
4 | "AN ACT in relation to educational materials on Hepatitis | ||||||
5 | for veterans."; and | ||||||
6 | by replacing everything after the enacting clause with the | ||||||
7 | following:
| ||||||
8 | "Section 5. The Department of Public Health Powers and | ||||||
9 | Duties Law of the
Civil Administrative Code of Illinois is | ||||||
10 | amended by changing Section 2310-376 as follows:
| ||||||
11 | (20 ILCS 2310/2310-376)
| ||||||
12 | Sec. 2310-376. Hepatitis C education and outreach.
| ||||||
13 | (a) The Illinois General Assembly finds and declares the | ||||||
14 | following:
| ||||||
15 | (1) The World Health Organization characterizes | ||||||
16 | Hepatitis C as a disease
of
primary concern to humanity.
| ||||||
17 | (2) Hepatitis C is considered a silent killer; no | ||||||
18 | recognizable signs or
symptoms occur until severe liver | ||||||
19 | damage has occurred.
| ||||||
20 | (3) Studies indicate that nearly 4 million Americans | ||||||
21 | (1.8 percent of the
population) carry the virus HCV that | ||||||
22 | causes the disease.
| ||||||
23 | (4) 30,000 acute new infections occur each year in the |
| |||||||
| |||||||
1 | United States,
and
only 25 to 30 percent are diagnosed.
| ||||||
2 | (5) 8,000 to 10,000 Americans die from the disease each | ||||||
3 | year.
| ||||||
4 | (6) 200,000 Illinois residents may be carriers and | ||||||
5 | could develop the
debilitating and potentially deadly | ||||||
6 | liver disease.
| ||||||
7 | (7) Inmates of correctional facilities have a higher | ||||||
8 | incidence of
Hepatitis
C and, upon their release, present a | ||||||
9 | significant health risk to the general
population.
| ||||||
10 | (8) Illinois members of the armed services are subject | ||||||
11 | to an increased risk of contracting Hepatitis due to their | ||||||
12 | possible receipt of contaminated blood during a | ||||||
13 | transfusion occurring for the treatment of wounds and due | ||||||
14 | to their service in areas of the World where the disease is | ||||||
15 | more prevalent and healthcare is less capable of detecting | ||||||
16 | and treating the disease. Many of these service members are | ||||||
17 | unaware of the danger of Hepatitis and their increased risk | ||||||
18 | of contracting the disease.
| ||||||
19 | (b) Subject to appropriation, the Department shall conduct | ||||||
20 | an education and
outreach campaign, in
addition to its overall | ||||||
21 | effort to prevent infectious disease in Illinois, in
order to
| ||||||
22 | raise awareness about and promote prevention of Hepatitis C .
| ||||||
23 | (c) In addition to the education and outreach campaign | ||||||
24 | provided in subsection (b), the Department shall develop and | ||||||
25 | make available to physicians, other health care providers, | ||||||
26 | members of the armed services, and other persons subject to an | ||||||
27 | increased risk of contracting Hepatitis, educational | ||||||
28 | materials, in written and electronic forms, on the diagnosis, | ||||||
29 | treatment, and prevention of the disease. These materials shall | ||||||
30 | include the recommendations of the federal Centers for Disease | ||||||
31 | Control and Prevention and any other persons or entities | ||||||
32 | determined by the Department to have particular expertise on | ||||||
33 | Hepatitis, including the American Liver Foundation. These | ||||||
34 | materials shall be written in terms that are understandable by |

1 | members of the general public.

3 | Section 99. Effective date. This Act takes effect upon | ||||||
4 | becoming law.".
