1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Mental Health and Developmental
5 Disabilities Administrative Act is amended by adding Section
6 18.6 as follows:
 
7     (20 ILCS 1705/18.6 new)
8     Sec. 18.6. Recovery-oriented services and treatment. The
9 Department shall research and determine requirements for the
10 development and transformation to a recovery-oriented system
11 for delivering State-funded and State-operated services to
12 persons with mental illness. The Department may convene an
13 inter-agency, inter-disciplinary task force of experts in the
14 mental health field, including consumers of services, mental
15 health professionals, providers of State-operated and
16 community-based services, advisory boards and councils, and
17 organizations representing consumers to assist in this
18 determination.
19     For the purpose of this Section, "recovery" refers to the
20 process by which people are able to live, work, learn, and
21 participate fully in their communities. A recovery-oriented
22 system provides services and treatments that are consumer and
23 family centered and geared to give consumers real and
24 meaningful choices about treatment options and providers. Care
25 must focus on increasing consumers' ability to successfully
26 cope with life's challenges, on facilitating recovery, and on
27 building resilience, not just on managing symptoms.
28     By January 1, 2006, the Department shall prepare and submit
29 a report to the Governor and to the General Assembly of
30 findings and recommendations to transform the current system of
31 care for persons with mental illness to a recovery-oriented
32 system including a common definition of terms, the requirements

1 of a recovery-oriented system, including a comparison of this
2 recovery-oriented system with the current system,
3 identification of the similarities and differences between the
4 systems in terms of the services provided, a description of the
5 protocols for assessment, case planning, and service delivery,
6 and a comparison of the costs of the systems.
