| AMENDMENT NO. ______. Amend House Bill 1917, AS AMENDED, |

| with reference to page and line numbers of House Amendment No. |

| 2, on page 6, immediately below line 19, by inserting the |
| 5 |
| following: |

| "The moneys received by an organization licensee under |
| 7 |
| this paragraph (2) shall be used by each organization |
| 8 |
| licensee to improve, maintain, market, and otherwise |
| 9 |
| operate its racing facilities to conduct live racing, which |
| 10 |
| shall include backstretch services and capital |
| 11 |
| improvements related to live racing and the backstretch. |
| 12 |
| Any organization licensees sharing common ownership may |
| 13 |
| pool the moneys received and spent at all racing facilities |
| 14 |
| commonly owned in order to meet these requirements.".
