| AMENDMENT NO. ______. Amend House Bill 2221 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Illinois Vehicle Code is amended by adding |

| Section 13B-27 as follows:

| (625 ILCS 5/13B-27 new) |

| Sec. 13B-27. Muffler or exhaust system modification; |
| 8 |
| excessive noise. A vehicle automatically fails the emission |
| 9 |
| inspection required under this Chapter if the vehicle is |
| 10 |
| equipped with a muffler or exhaust system that has been |
| 11 |
| modified to amplify or increase the noise of the vehicle above |
| 12 |
| the noise emitted by the muffler or exhaust system originally |
| 13 |
| installed in the vehicle.".
