| 13 by replacing "that owns or operates" with "that operates"; |

| on page 2, by replacing lines 23 through 26 with the following: |

| "(d) This Section does not apply to the owner of a motor |

| vehicle rented or leased to another entity or person operating |
| 8 |
| the vehicle.

| (e) If a motor vehicle is operated in violation of this |

| Section, the operator of the motor vehicle shall be deemed |

| guilty of the violation, and the operator may be prosecuted for |
