| AN ACT concerning business.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Consumer Fraud and Deceptive Business |
| 5 |
| Practices Act is amended by adding Section 2VV as follows:
|

| Sec. 2VV. Wireless telephone service provider; third party |
| 8 |
| billings. A wireless telephone service provider shall provide a |
| 9 |
| contact telephone number and brief description of the service |
| 10 |
| for all third-party billings on the consumer's bill, to the |
| 11 |
| extent allowed by federal law, or through a customer service |
| 12 |
| representative. For purposes of this Section, "third-party |
| 13 |
| billings" means any billing done by a wireless telephone |
| 14 |
| service provider on behalf of a third party where the wireless |
| 15 |
| telephone service provider is merely the billing agent for the |
| 16 |
| third party with no ability to provide refunds, credits, or |
| 17 |
| otherwise adjust the billings.
