| AMENDMENT NO. ______. Amend House Bill 3187 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Township Code is amended by adding Section |
| 5 |
| 85-60 as follows:
|

| (60 ILCS 1/85-60 new) |

| Sec. 85-60. Lease of surplus real estate. If the township |
| 8 |
| board of any township determines that any real estate acquired |
| 9 |
| by or held by the township is no longer necessary, appropriate, |
| 10 |
| required, or profitable for the township or that leasing the |
| 11 |
| real estate is in the best interest of the township, the |
| 12 |
| township board may pass an ordinance authorizing the township |
| 13 |
| to lease the real estate for a term not to exceed 40 years. |
| 14 |
| Passage of the ordinance shall require the affirmative vote of |
| 15 |
| three-fourths of the members of the township board. If the term |
| 16 |
| of the lease under the proposed ordinance is 20 years or more, |
| 17 |
| then the township board shall publish notice of its intent to |
| 18 |
| adopt the ordinance at least once in a newspaper having general |
| 19 |
| circulation in the township. The notice shall be published no |
| 20 |
| more than 30 days and no less than 15 days before the date of |
| 21 |
| the meeting at which the ordinance is proposed to be adopted |
| 22 |
| and must contain an accurate description of the real estate, |
| 23 |
| the purpose for which the real estate is used by the township, |
| 24 |
| and any restrictions upon the proposed use of the real estate. |
