| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 20-100 as follows:
|

| (30 ILCS 500/20-100 new) |
| 7 |
| Sec. 20-100. Monetary incentives. No invitation to bid, bid |
| 8 |
| request, request for proposals, or other contract bid |
| 9 |
| solicitation may request or require that a vendor provide or |
| 10 |
| offer the State any form of monetary incentive in addition to |
| 11 |
| the goods or services that are the subject of the contract. No |
| 12 |
| bid or offer may be evaluated for acceptance that includes the |
| 13 |
| provision or offer to the State of monetary incentives. No |
| 14 |
| contract may be awarded to an entity whose bid or offer |
| 15 |
| includes the provision or offer to the State of monetary |
| 16 |
| incentives. Monetary incentives include, but are not limited |
| 17 |
| to, cash payments, instant cash rebates, and contract signing |
| 18 |
| bonuses.
