| AN ACT concerning public aid.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
| 5 |
| adding Section 9A-11.10 as follows:
|

| Sec. 9A-11.10. Tiered-reimbursement rate system for child |
| 8 |
| care providers; field test. |
| 9 |
| (a) Subject to appropriation, the Department of Human |
| 10 |
| Services shall field test a tiered-reimbursement rate system |
| 11 |
| for child care providers.
The purpose of this field test of a |
| 12 |
| tiered-reimbursement rate system is to demonstrate a set of |
| 13 |
| performance standards that may provide support and economic |
| 14 |
| incentives to help programs meet the standards that help |
| 15 |
| children grow and learn and to help families identify high |
| 16 |
| quality child care programs. |
| 17 |
| (b) The Department shall conduct a field test of the |
| 18 |
| quality rating system instruments to determine the |
| 19 |
| infrastructure necessary to adequately support a more |
| 20 |
| comprehensive tiered-reimbursement system and to determine the |
| 21 |
| baseline of quality for a sample of current child care |
| 22 |
| providers. Based on the results of the field test, the |
| 23 |
| Department may prescribe by rule the criteria, standards, and |
| 24 |
| procedures that will govern the reimbursement system. The |
| 25 |
| Department shall evaluate the results of the field test and |
| 26 |
| submit a report of its findings and recommendations to the |
| 27 |
| Governor and the General Assembly upon completion of the field |
| 28 |
| test.

| Section 99. Effective date. This Act takes effect upon |
| 30 |
| becoming law.
