Amends the Board of Higher Education Act. Requires the Board to create a statewide textbook rental program for public institutions of higher education to save students a significant amount of money each semester. Provides that, under the program, the Board shall provide grants to those public institutions of higher education that choose to participate to cover start-up costs for those institutions. Provides that the institutions shall then provide students with the option to rent or purchase textbooks, which may be purchased from an inventory with a 20% to 40% discount off retail price. Effective immediately.

| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
5 |
| adding Section 9.30 as follows: |
6 |

| Sec. 9.30. Textbook rental program. The Board shall create |
8 |
| a statewide textbook rental program for public institutions of |
9 |
| higher education to save students a significant amount of money |
10 |
| each semester. Under the program, the Board shall provide |
11 |
| grants, subject to appropriation, to those public institutions |
12 |
| of higher education that choose to participate in the program |
13 |
| to cover start-up costs for those institutions. The |
14 |
| institutions shall then provide students with the option to |
15 |
| rent or purchase textbooks. If a student wishes to purchase a |
16 |
| textbook under the program, he or she may purchase from an |
17 |
| inventory with a 20% to 40% discount off retail price. The |
18 |
| program shall be phased in gradually, beginning with freshman |
19 |
| and sophomore level classes.

| Section 99. Effective date. This Act takes effect upon |
21 |
| becoming law.
