    AMENDMENT NO. ______. Amend House Bill 4173, AS AMENDED, in

Section 5, in the introductory paragraph by replacing "Section 
4
19A-80" with "Sections 1-9 and 19A-80"; and

in Section 5, by inserting below the introductory paragraph the 
6
following:

    "(10 ILCS 5/1-9  new)

    Sec. 1-9.  Optical scan technology voting system; absentee, 
9
early, and grace period ballots. Notwithstanding any provision 
10
of this Code to the contrary, all absentee, early, and grace 
11
period ballots cast in this State must be cast using optical 
12
scan technology voting systems governed by and in accordance 
13
with Article 24B of this Code.".
