| on page 10, line 16, by replacing "fails" with "willfully or |

| on page 10, line 20, by replacing "$10,000" with "$5,000"; and

| on page 11, line 31, after "agent", by inserting ", provided |

| that the switch has been managed in accordance with the |

| Environmental Protection Act and regulations adopted |
| 9 |
| thereunder prior to the transfer"; and

| on page 12, line 9, by replacing "2018" with "2011".
