    AN ACT concerning regulation.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Coal Mining Act is amended  by adding Section 
5
13.16 as follows:

    (225 ILCS 705/13.16  new)

    Sec. 13.16. Longwall coal mining prohibited. No person may 
8
conduct or in any way engage in longwall coal mining in 
9
Montgomery County.

    In this Section, "longwall coal mining" means mining done 
11
under hydraulic roof supports or shields that are advanced as 
12
the seam is cut, in which a cutting head moves back and forth 
13
across a panel of coal, where the cut coal falls onto a 
14
flexible conveyor for removal and the roof in the mined out 
15
areas falls as the supports or shields advance.

    Section 99. Effective date. This Act takes effect upon 
17
becoming law.
