| WHEREAS, Andrew H. Melczer, Ph.D., who passed away on |
| 3 |
| February 7, 2005, served the Illinois State Medical Society |
| 4 |
| (ISMS), its member physicians, and all the citizens of the |
| 5 |
| State of Illinois for more than 20 years; and
|
| 6 |
| WHEREAS, Dr. Melczer monitored the evolving health care |
| 7 |
| system of Illinois and the United States, developed ISMS |
| 8 |
| legislative responses to ensure that physicians could practice |
| 9 |
| quality medical care, and analyzed proposed legislation |
| 10 |
| related to the health care system; and
|
| 11 |
| WHEREAS, Dr. Melczer provided support to physicians |
| 12 |
| seeking to understand and respond to the evolving health care |
| 13 |
| marketplace; and
|
| 14 |
| WHEREAS, Dr. Melczer was a developer of the Illinois |
| 15 |
| Managed Care Reform and Patients Rights Act to protect |
| 16 |
| physicians and patients from managed care interference in the |
| 17 |
| delivery of health care; and
|
| 18 |
| WHEREAS, Dr. Melczer authored instructional brochures and |
| 19 |
| model policy documents and developed seminars to assist |
| 20 |
| Illinois physicians with the understanding and implementation |
| 21 |
| of the federal Health Insurance Portability and Accountability |
| 22 |
| Act; and
|
| 23 |
| WHEREAS, These HIPAA model policies and procedures have |
| 24 |
| been adapted and used by physicians across the country; and
|
| 25 |
| WHEREAS, Dr. Melczer served in leadership roles as the ISMS |
| 26 |
| representative to the Workgroup for Electronic Data |
| 27 |
| Interchange and guided Illinois physicians with the |
| 28 |
| implementation and use of electronic health records; and
|
