HOUSE JOINT RESOLUTION

    WHEREAS, The General Assembly takes pride in recognizing 
3
the accomplishments and contributions of Illinois officials 
4
and citizens; and
 
5
    WHEREAS, Tobias G. Barry grew up in Bureau County, and 
6
after graduation from St. Bede Academy in Peru, served in the 
7
Navy in the Pacific Theater from 1943 to 1946; he graduated 
8
from LaSalle-Peru-Ogelsby Junior College and received his 
9
Bachelor of Philosophy degree from Marquette University and his 
10
law degree from the University of Notre Dame Law School in 
11
1952; and
 
12
    WHEREAS, He was admitted to the Illinois Bar in 1952; he 
13
practiced law for more than 30 years; in 1960, he was elected 
14
to the Illinois House of Representatives, known as Tobias 
15
"Toby" Barry, where he served  for 14 years; and 

 
16
    WHEREAS,  As a legislator, after many years of effort 
17
through several administrations, Representative Barry, with 
18
the aid of Representative "Zeke" Giorgi, was instrumental in 
19
getting Illinois Interstate 39 built; and
 
20
    WHEREAS, In December 1974, he resigned his position with 
21
the Illinois House of Representatives to assume the position of 
22
an Appellate Judge in the Third Judicial District, to which he 
23
was elected; in 1994, he retired from the bench and resumed 
24
private practice with the law firm of Aplington, Kaufman, 
25
McClintock, Steele, and Barry, Ltd., in LaSalle, Illinois; and
 
26
    WHEREAS, Justice Barry is the recipient of numerous honors 
27
and plaudits, including the Lifetime Service Award from the 
28
Illinois Judges Association; and 
 
29
    WHEREAS, In December 2002, Justice Barry was asked by the

Supreme Court to return to the Third District Appellate Court 
2
bench to fill a vacancy where he continues to serve; therefore, 
3
be it 
 
4
    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
5
NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
6
SENATE CONCURRING HEREIN, that Interstate 39 from LaSalle-Peru 
7
to the Zeke Giorgi Highway is hereby designated as the Tobias 
8
"Toby" Barry Highway; and be it further

 
9
    RESOLVED, That the Illinois Department of Transportation 
10
is requested to erect at suitable locations, consistent with 
11
State and federal regulations, appropriate plaques or signs 
12
giving notice to the name; and be it further
 
13
    RESOLVED, That suitable copies of this resolution be 
14
presented to the Secretary of the U.S. Department of 
15
Transportation, to the Secretary of the Illinois Department of 
16
Transportation, and to Justice Tobias G. Barry.
