| WHEREAS, The City of Rolling Meadows is located in |
| 3 |
| Northwest Suburban Cook County, 27 miles from downtown Chicago; |
| 4 |
| it is part of an area of 32 communities along Interstate 90 |
| 5 |
| from O'Hare airport to Elgin; and
|
| 6 |
| WHEREAS, The diversity of the business and industry of |
| 7 |
| Rolling Meadows provides a stable economic base which, in turn, |
| 8 |
| creates outstanding municipal services, educational systems, |
| 9 |
| health and human care agencies, and recreational facilities; |
| 10 |
| and
|
| 11 |
| WHEREAS, Rolling Meadows development, much like the |
| 12 |
| Northwest suburban area, traces its incorporation to 1955 when |
| 13 |
| the Illinois Toll Road and O'Hare International Airport were |
| 14 |
| under construction; and
|
| 15 |
| WHEREAS, The primary early residential developer of the |
| 16 |
| City, Kimball Hill, acquired approximately 537 acres of |
| 17 |
| farmland and broke ground for the first single family ranch |
| 18 |
| style home on July 21, 1953; and
|
| 19 |
| WHEREAS, At the time that Rolling Meadows was incorporated |
| 20 |
| on February 26, 1955, it had a population of 5,162; in the year |
| 21 |
| 2000, the official count for the city was 24,604; and
|
| 22 |
| WHEREAS, The City of Rolling Meadows employs the full-time |
| 23 |
| equivalency of over 200 people and offers a variety of services |
| 24 |
| to its residents, including nationally-recognized police and |
| 25 |
| fire protection, public works, water and sewer services, refuse |
| 26 |
| collection, snow and ice control, and street maintenance; and

| 27 |
| WHEREAS, Rolling Meadows is also served by an excellent |
| 28 |
| Public Library which was voted "Library of the Year" by the |
| 29 |
| North Suburban Library System in 2002; and
