HOUSE RESOLUTION

    WHEREAS, George Kratochvil began his work with the North 
3
Riverside Police on October 16, 1973; he was promoted to the 
4
rank of sergeant in 1982 and lieutenant in 1988; and

 
5
    WHEREAS, He was appointed Chief of Police on September 16, 
6
1991 by Mayor Richard Scheck; during his tenure as Chief, he 
7
has implemented numerous technological advancements, including 
8
the Livescan Booking System, upgrades to the 911 Emergency 
9
Telephone System, the installation of laptop computers in the 
10
department's squad cars, and the implementation of the Illinois 
11
department's first computer network; and

 
12
    WHEREAS, Chief Kratochvil has always been a people person, 
13
with compassion and a strong mind; he earned the trust of all 
14
of his colleagues and employees and brought a level of 
15
solidarity and trust to the department; and

 
16
    WHEREAS, The Chief is a current member of the Illinois 
17
Association of Chiefs of Police, the International Association 
18
of Chiefs of Police, and the West Suburban Chiefs of Police; he 
19
is also a past president of the West Suburban Chiefs of Police; 
20
and

 
21
    WHEREAS, He valiantly served his country as a member of the 
22
United States Navy from 1966 to 1970 and received and honorable 
23
discharge; and

 
24
    WHEREAS, Chief Kratochvil and his wife, Arlyce, have been 
25
married for 31 years, have lived in North Riverside for 28 
26
years, and are the proud parents of two daughters, Tyrena and 
27
Amie, and the proud grandparents of two granddaughters, Madison 
28
and Olivia; and
 
29
    WHEREAS, He will retire as Chief of Police on Monday,

February 21, 2005; during his retirement, the Chief plans on 
2
visiting his daughters and grandchildren, spending time at his 
3
other home in Missouri, golfing, wood working, and scuba 
4
diving; therefore, be it

 
5
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
6
NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
7
we congratulate Chief of Police George Kratochvil on the 
8
occasion of his retirement after over 31 years of service with 
9
the North Riverside Police department, and we wish him well in 
10
all of his future endeavors; and be it further

 
11
    RESOLVED, That a suitable copy of this resolution be 
12
presented to Chief Kratochvil as an expression of our respect 
13
and esteem and with best wishes for a relaxing retirement.
