HOUSE RESOLUTION

WHEREAS, Many employers require their employees to be at least 18 years of age, and this leaves many youth at a disadvantage in finding work; and

WHEREAS, It is very difficult to find a job without previous working experience; and

WHEREAS, Many youth currently carry responsibilities that require a job due to financial challenges; and

WHEREAS, College expenses are constantly increasing, as funding for all schools is cut; and

WHEREAS, Parents alone cannot always be expected to pay the high costs of college; and

WHEREAS, More than 70% of unemployed young people are African-American or Hispanic; and

WHEREAS, Congress has cut more than $300 million from the employment and job training program; and

WHEREAS, Even a minimum wage job for the summer is a significant boost to the long-term employment prospects for high school students; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the House of Representatives calls on all public and private high schools to form relationships with local businesses in order to offer part-time jobs to students from local high schools; and be it further

RESOLVED, That the House of Representatives calls on public and private high schools to consider implementing or strengthening existing work skill programs for all of their students to prepare them for the workplace; and be it further

RESOLVED, That the House of Representatives calls on the business community to make a special effort in the summer of 2005 to offer jobs to high school students, especially those under the age of 18; and be it further

RESOLVED, That the House of Representatives calls on all local governments and the State government to make a special effort to hire young people as summer employees.
