HOUSE RESOLUTION

    WHEREAS, Dwight A. Lucas, the East Central Illinois 
3
Community Action Agency chief executive officer, was recently 
4
honored by the Illinois Community Action Association for his 
5
public service; and
 

6
    WHEREAS, Mr. Lucas received the 2005 Martin Luther King Jr. 
7
Public Service Award at the organization's annual dinner; he 
8
received an inscribed plaque with a picture of Martin Luther 
9
King Jr. on it; and
 

10
    WHEREAS, He has served as the executive director of the 
11
Laura Lee Fellowship House since 2001, and is actively involved 
12
in the Dustbowl basketball tournament as well as the Illinois 
13
Community Action Association; he has worked at the East Central 
14
Illinois Community Action Agency for more than 20 years and has 
15
been its chief executive officer for 18 years; and
 

16
    WHEREAS, In 1996, Mr. Lucas became a certified community 
17
action professional through the National Association for 
18
Community Action Association; he serves on community action 
19
affiliated boards and is chair of the Illinois Community Action 
20
Association (ICAA); he also  is a board member of Illinois 
21
Ventures for Community Action and  serves as a member of the 
22
Governor's Community Service Advisory Council; and
 

23
    WHEREAS, During his tenure as president of the ICAA, Mr. 
24
Lucas has provided stewardship and clarity of vision; he 
25
provided support to the ICAA during a staffing transition, and 
26
under his aegis, the association has become one of the 
27
strongest organizations in its field; through his work, the 
28
theory of the Community Action Bus Tour has become a reality; 
29
these tours raise the visibility of community action agencies 
30
and the services they offer; and

    WHEREAS, He and his wife, Audrey, have been married for 35 
2
years; they have a daughter, Angela, and twin sons, Dwight II 
3
and Dwayne; he has a granddaughter, Ahnae Candace Jones; he is 
4
a member of New Life Church of Faith, and in his spare time he 
5
enjoys fishing, spending time with his family, and watching 
6
sports; therefore, be it

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
8
NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
9
we congratulate Dwight A. Lucas on being the recipient of the 
10
2005 Martin Luther King Jr. Public Service Award, and we thank 
11
him for his dedication to the needs of his community and this 
12
State; and be it further

 
13
    RESOLVED, That a suitable copy of this resolution be 
14
presented to him as an expression of our respect and esteem.
