HOUSE RESOLUTION


 
2
    WHEREAS, The members of the House of Representatives of the 
3
State of Illinois are pleased to congratulate Charles C. 
4
Gilbert III of Macomb on the occasion of his retirement as 
5
director of Institutional Research and Planning at Western 
6
Illinois University (WIU); and

 
7
    WHEREAS, Dr. Gilbert holds a B.A. in history and an M.A. in 
8
education with a specialization in student personnel work in 
9
higher education from George Washington University in 
10
Washington, D.C.; he completed advanced course work in guidance 
11
and counseling at Moorhead State University in Moorhead, 
12
Minnesota; and he received a Ph.D. in education, specializing 
13
in institutional research and statistics from Southern 
14
Illinois University; and

 
15
    WHEREAS, He began his career at WIU in 1972 as assistant 
16
director of Institutional Research and Planning; he went on to 
17
serve as project director on the Board of Governors Common 
18
Software Project, which entailed coordinating the 
19
implementation of all aspects of the project on the Western 
20
Illinois University campus; and

 
21
    WHEREAS, In 1983, he moved on to the position of associate 
22
director of Institutional Research and Planning, and in 1993, 
23
he took over the duties of director of the same department; in 
24
this position, he was responsible for the overall supervision 
25
of the operation of the office, including directing special 
26
studies and projects for the President and Board of Trustees of 
27
the university; and

 
28
    WHEREAS, Throughout his years at WIU, he has also served as 
29
an associate professor in the Department of Information 
30
Management, College of Business and Technology, teaching 
31
statistics and research design; he served on many committees

and as staff support for institutional task forces, was active 
2
in many professional organizations, and was involved in and 
3
authored several research projects; and

 
4
    WHEREAS, Dr. Gilbert has been active in his community and 
5
has served on the Macomb City Council since 2002; as a member 
6
and president of the Board of Directors of the Macomb Area 
7
Industrial Development Corporation; as a member and president 
8
of the Board of Directors of the Western Illinois Regional 
9
Council; as a member and chairman of the McDonough County 
10
Board, serving as chairman of the Finance Committee for 14 
11
years; as a member of the Board of Directors of the McDonough 
12
County Rehabilitation Institute; as a member and president of 
13
the Board of Directors of the McDonough County United Way; and 
14
as a member of the Macomb Kiwanis; therefore, be it

 
15
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
16
NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
17
we congratulate Charles C. Gilbert III on the occasion of his 
18
retirement, and we wish him well in all of his future 
19
endeavors; and be it further

 
20
    RESOLVED, That a suitable copy of this resolution be 
21
presented to Dr. Gilbert as an expression of our deepest 
22
respect and esteem.
