HOUSE RESOLUTION

WHEREAS, Physicians and other providers of health care services are essential participants in the State's Medicaid program, which is administered by the Department of Healthcare and Family Services; they provide necessary health care services to low-income individuals and families throughout the State; and

WHEREAS, One of the results of the State's fiscal crisis of the past several years has been the State's failure to make timely payments to physicians and other providers of health care services for the services they have provided to Medicaid recipients; and

WHEREAS, The chronic lateness of the State's payments to providers under the Medicaid program has caused many of those providers to discontinue providing necessary health care services to Medicaid recipients; and

WHEREAS, Medicaid recipients do not have private health insurance that will cover the cost of health care services that they need, nor do they have sufficient income to be able to pay for such services themselves; and

WHEREAS, As long as the State's failure to make timely payments to physicians and other providers of health care services under the Medicaid program continues, Medicaid recipients will be at risk of losing their access to necessary health care services; and

WHEREAS, The good health of the residents of this State, and those residents' access to health care services, should be a priority of State government; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State to ensure that payments to Medicaid providers are made on time so that physicians and other providers of health care services do not refuse to see patients who are Medicaid recipients; and be it further

RESOLVED, That copies of this Resolution be delivered to the Governor and the Director of Healthcare and Family Services.
