| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, One of the goals of the Illinois correctional |
| 3 |
| system is to provide rehabilitation to prisoners so that after |
| 4 |
| their release from prison they have the training, education, |
| 5 |
| and proper supervision to lead productive lives without further |
| 6 |
| committing criminal offenses; and
|
| 7 |
| WHEREAS, The Illinois Department of Corrections provides |
| 8 |
| transition services for prisoners upon their release; and
|
| 9 |
| WHEREAS, The Department's transition program has not |
| 10 |
| substantially reduced the recidivism rate; and
|
| 11 |
| WHEREAS, Although, the Operation Spotlight Parole Reform |
| 12 |
| Initiative of the Illinois Department of Corrections has |
| 13 |
| resulted in placing more than 100 new parole agents in |
| 14 |
| communities and more than doubling contacts with parolees in |
| 15 |
| many communities, more needs to be done to help prisoners |
| 16 |
| readjust to society; and |
| 17 |
| WHEREAS, An improved transition program could greatly |
| 18 |
| reduce the recidivism rate among the Illinois prison |
| 19 |
| population; therefore, be it
|
| 20 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 21 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 22 |
| we urge the Illinois Department of Corrections to improve its |
| 23 |
| transition programs for prisoners so as to provide them with |
| 24 |
| adequate skills, education, and supervision that would prevent |
| 25 |
| their return to crime and eventual reincarceration; and be it |
| 26 |
| further

| RESOLVED, That a copy of this resolution be forwarded to |
| 28 |
| the Director of Corrections.
