| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois are pleased to congratulate Bill Balling on |
| 4 |
| the occasion of his retirement; and
|
| 5 |
| WHEREAS, Mr. Balling has over 30 years of professional |
| 6 |
| management experience in Illinois municipal government; he has |
| 7 |
| served as Buffalo Grove's Village Manager for the past 28 years |
| 8 |
| and throughout that period has guided growth in the Village to |
| 9 |
| three times its original size; he has served in policy |
| 10 |
| executive leadership capacities as Chairman of the Northwest |
| 11 |
| Water Commission, serving 250,000 customers, as Director and |
| 12 |
| past Chairman for Northwest Central Dispatch, serving 400,000 |
| 13 |
| customers with emergency telecommunications, and as Chairman |
| 14 |
| of the Executive Committee for the Solid Waste Agency of |
| 15 |
| Northern Cook County, serving 700,000 customers with refuse |
| 16 |
| disposal; and
|
| 17 |
| WHEREAS, Throughout his municipal career, Mr. Balling has |
| 18 |
| been the recipient of recognitions and awards including the |
| 19 |
| Illinois City Management Leadership Award in Regional |
| 20 |
| Government (1999) and the Illinois Association of Municipal |
| 21 |
| Management Assistants' Outstanding Manager's Award |
| 22 |
| (2002-2003); in 2002, he received Special Service Recognition |
| 23 |
| from the Illinois Senate, the Illinois House of |
| 24 |
| Representatives, and the Chairmen of the Boards for Cook County |
| 25 |
| and Lake County government; he has also been recognized twice |
| 26 |
| as Rotarian of the Year, and in 2000, he was named Rotarian of |
| 27 |
| the Decade, also receiving the Outstanding Citizen Award in |
| 28 |
| 2002; he is a multiple Paul Harris Fellow in Rotary |
| 29 |
| International; and |
| 30 |
| WHEREAS, Mr. Balling received a Liberal Arts degree from |
| 31 |
| Elmhurst College with an emphasis in Political Science and |
| 32 |
| Economics in 1969, and a Masters degree in Public |
