| WHEREAS, Baby TALK (Teaching Activities for Learning and |
| 3 |
| Knowledge) celebrates its twentieth anniversary this year; and
|
| 4 |
| WHEREAS, Baby TALK is a state model which serves every |
| 5 |
| family with a child from birth to age three, providing |
| 6 |
| information, encouragement, children's books, and activities; |
| 7 |
| its mission is to positively impact child development and |
| 8 |
| nurture healthy parent-child relationships during the critical |
| 9 |
| early years; and
|
| 10 |
| WHEREAS, Established in 1986 by Founding Executive |
| 11 |
| Director Claudia Quigg, Baby TALK, Inc., is a non-profit |
| 12 |
| organization committed to a collaborative model, working |
| 13 |
| together with community hospitals, schools, libraries, health |
| 14 |
| clinics, and literacy programs to deliver services that are |
| 15 |
| accessible and relevant to families' needs; this includes going |
| 16 |
| where the parents already are, including health care providers, |
| 17 |
| human services agencies, neighborhoods, and homes; and
|
| 18 |
| WHEREAS, In 1986, Baby TALK first raised the money to begin |
| 19 |
| visiting parents of newborns in local hospitals, and in 1989, |
| 20 |
| the organization began training professionals including |
| 21 |
| teachers, librarians, social workers, and nurses; in 1996, Baby |
| 22 |
| TALK became one of three pilots for Harvard Children's |
| 23 |
| Hospital's Touchpoints program started by T. Berry Brazelton, |
| 24 |
| and local Touchpoints training began; in 1997, Baby TALK staff |
| 25 |
| began teaching early childhood courses at Millikin University; |
| 26 |
| and
|
| 27 |
| WHEREAS, By 2004, Baby TALK in the Decatur area had served |
| 28 |
| families of approximately 25,200 newborns; and
|
| 29 |
| WHEREAS, Some of the reasons Baby TALK has been so |
| 30 |
| successful are the outstanding services to families delivered |
