| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, The members of the House of Representatives of the | ||||||
| 3 | State of Illinois learned with sadness of the death of DuPage | ||||||
| 4 | County Board Vice Chair, John Noel of Glen Ellyn, on Friday, | ||||||
| 5 | April 28, 2006; and
| ||||||
| 6 | WHEREAS, Mr. Noel was serving his second term as a Board | ||||||
| 7 | Member for DuPage County, and had been Vice Chair of the DuPage | ||||||
| 8 | County Board since 2005; he was first elected to office in 2000 | ||||||
| 9 | and had served as Chairman of the Public Transit Committee and | ||||||
| 10 | the Community Development Commission and had been a member of | ||||||
| 11 | the Finance, Stormwater, Technology, and Transportation | ||||||
| 12 | Committees; he was considered a regional leader and consensus | ||||||
| 13 | builder on the issues of expanding public transportation; in | ||||||
| 14 | 2005, he was recognized as the Intergovernmental Leader of the | ||||||
| 15 | Year by the DuPage Mayors and Managers Conference; and
| ||||||
| 16 | WHEREAS, He is remembered as an excellent public servant, | ||||||
| 17 | both thoughtful in his decision-making and progressive in his | ||||||
| 18 | ideas; he had the respect of his peers because he was known as | ||||||
| 19 | a strong, yet calm and caring voice on the Board; he worked to | ||||||
| 20 | be a listener, consensus-builder, and a voice for positive | ||||||
| 21 | change; he had a practical and reasoned approach to complicated | ||||||
| 22 | issues and an unquestioned integrity and sense of decency; and | ||||||
| 23 | WHEREAS, He will be especially missed in the area of public | ||||||
| 24 | transportation; he worked with local leaders to fashion a | ||||||
| 25 | credible county public transportation program, a first of its | ||||||
| 26 | kind, and worked to bring State money for public transportation | ||||||
| 27 | to his area; and | ||||||
| 28 | WHEREAS, He practiced law at Noel and Associates, a firm | ||||||
| 29 | that he founded in 1995, specializing in commercial litigation | ||||||
| 30 | and business counseling; previously, he was vice president and | ||||||
| 31 | associate general counsel for Waste Management of Oak Brook, | ||||||
| |||||||
| |||||||
| 1 | managing complex civil and criminal litigation; he also served | ||||||
| 2 | as an officer at the law firm Chadwell and Kayser, Ltd., in | ||||||
| 3 | Chicago; his legal career began at the Illinois Attorney | ||||||
| 4 | General's Office, where he was Chief of the Antitrust Division; | ||||||
| 5 | and | ||||||
| 6 | WHEREAS, As a member of the Attorney General's office, Mr. | ||||||
| 7 | Noel drafted the State's first criminal statute aimed at | ||||||
| 8 | deterring computer fraud and theft of data; and
| ||||||
| 9 | WHEREAS, Mr. Noel was also a partner in Century | ||||||
| 10 | Philanthropy Group, a professional fundraising firm for | ||||||
| 11 | non-profit organizations; and
| ||||||
| 12 | WHEREAS, From 1992 to 2002, Mr. Noel served as a | ||||||
| 13 | co-director of the capital building campaign for St. Petronille | ||||||
| 14 | Church, where he was an active member; as a result of this | ||||||
| 15 | multi-year effort, a long-range master plan for the parish | ||||||
| 16 | campus was developed and $8 Million was raised to renovate the | ||||||
| 17 | school and portions of the church, and to construct a new | ||||||
| 18 | Parish Life Center; he was an active supporter of capital | ||||||
| 19 | projects for several area churches; as a result of his | ||||||
| 20 | knowledge and experience, Bishop Joseph Imesch appointed him a | ||||||
| 21 | member of the Council on Administration for the Diocese of | ||||||
| 22 | Joliet; and
| ||||||
| 23 | WHEREAS, He was a member of the American Bar Association, | ||||||
| 24 | American Arbitration Association, Illinois State Bar | ||||||
| 25 | Association, Chicago Bar Association, and DuPage County Bar | ||||||
| 26 | Association; and
| ||||||
| 27 | WHEREAS, Mr. Noel earned an A.B. degree from the University | ||||||
| 28 | of Notre Dame and a J.D. degree from the Loyola University | ||||||
| 29 | School of Law in Chicago; he completed coursework at | ||||||
| 30 | Northeastern Illinois University and Dominican University for | ||||||
| 31 | a teacher's certification; and
| ||||||

| 1 | WHEREAS, Mr. Noel was a native of Chicago's Austin | ||||||
| 2 | neighborhood and a graduate of Fenwick High School in Oak Park; | ||||||
| 3 | and
| ||||||
| 4 | WHEREAS, Jazz and golf were lifelong passions for him; he | ||||||
| 5 | was a longtime member of the Medinah Country Club, where he | ||||||
| 6 | served as a walking scorer for Tiger Woods during the 1999 PGA | ||||||
| 7 | Championship, which Tiger Woods won; and
| ||||||
| 8 | WHEREAS, The passing of John Noel has been deeply felt by | ||||||
| 9 | many, especially his sons, Benjamin and Matthew; his brother | ||||||
| 10 | Melbourne Noel, Jr., and his wife, Sandra, and their four | ||||||
| 11 | children, Emma, Anna, Melissa, and Rebecca; and his former | ||||||
| 12 | wife, Sara; therefore, be it
| ||||||
| 13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 14 | NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 15 | we mourn the passing of John Noel, who served his constituents | ||||||
| 16 | with honor, integrity, and distinction, and we extend our | ||||||
| 17 | deepest sympathy to his family, friends, community, and all who | ||||||
| 18 | knew and loved him; and be it further
| ||||||
| 19 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 20 | presented to his family as an expression of our sincerest | ||||||
| 21 | condolences.
