HOUSE RESOLUTION

    WHEREAS, It is with shock and great sadness that the 
3
members of the House of Representatives of the State of 
4
Illinois learned of the death of their friend and  former 
5
colleague, Senator Robert A. Madigan of Lincoln, on Thursday, 
6
May 4, 2006; and

 
7
    WHEREAS, Senator Madigan was born in Lincoln on November 
8
28, 1942; he was married to Connie and was the father of two 
9
children; before beginning his legislative career, he served as 
10
City Clerk of
Lincoln and Special
Education teacher; and

 
11
    WHEREAS, He served the people of Central Illinois with

12
distinction for 14 years,
from 1987 through 2001, and he served 
13
honorably as Chairman of the Senate Insurance
and Pensions

14
Committee and was a member of the Senate Committees on Licensed 
15
Activities and
Agriculture and
Conservation; and

 

16
    WHEREAS, Senator Madigan's legislative accomplishments 
17
include sponsoring
continuing
appropriations for the five 
18
public employee pension systems, protecting the
integrity of 
19
the retired
teachers health insurance program, passing 
20
mandatory auto insurance, sponsoring
the Conservation

21
Enhancement Program, and providing leadership on proposals to 
22
diversify Illinois
agriculture and boost
the rural economy; and

 

23
    WHEREAS, He served on the State Commission on 
24
Intergovernmental Cooperation,
the Board of
Directors of the 
25
Comprehensive Health Insurance Plan, and was Co-chairman of the

26
Illinois Legislative
Sportsmen's Caucus; and

 

27
    WHEREAS, Bob Madigan received such honors as Guardian of 
28
Small Business from
the National
Federation of Independent 
29
Business, the Illinois Nurses Association Legislator
of the 
30
Year, the Illinois
Primary Health Care Association Legislator

Award, the Voice of Employers Award
from the
Management

Association of Illinois, the Illinois Optometric Legislator of 
3
the
Year, the Illinois
Leadership Council for Agricultural

Excellence Award, and Friend of Agriculture
from the Illinois

Farm Bureau; and

 
6
    WHEREAS, He was a member of Holy Family Church in Lincoln, 
7
the
Knights of Columbus,
Sons of the American Revolution, the 
8
Elks,  and the Eagles, and was a former trustee of
Abraham 
9
Lincoln Hospital
and St. Clara's Manor; therefore, be it

 
10
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
11
NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
12
we mourn the passing of our former colleague, Senator Robert A. 
13
Madigan, and we extend our sincerest condolences to his family, 
14
friends, and all who knew and loved him; and be it further

 
15
    RESOLVED, That a suitable copy of this resolution be 
16
presented to his family as an expression of our deepest 
17
sympathy during their time of bereavement.
