| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to honor milestones in the lives of |
| 4 |
| citizens of the State of Illinois; and
|
| 5 |
| WHEREAS, It has come to our attention that Jimmie H. Smith, |
| 6 |
| the Executive Director of Kids Hope United, is retiring; and
|
| 7 |
| WHEREAS, Jimmie Smith is a graduate of Carthage College, |
| 8 |
| majoring in Political Science and Business Administration; he |
| 9 |
| has a Master of Arts degree from the School of Social Service |
| 10 |
| Administration at the University of Chicago; and
|
| 11 |
| WHEREAS, He also earned a certificate at the National Child |
| 12 |
| Welfare Leadership Center, School of Social Work, University of |
| 13 |
| North Carolina at Chapel Hill; and he has an executive |
| 14 |
| management and leadership certificate from Harvard University, |
| 15 |
| John F. Kennedy School of Government; and
|
| 16 |
| WHEREAS, Mr. Smith began his career at the Kenosha County |
| 17 |
| Department of Children and Family Services; he later served as |
| 18 |
| an assistant area administrator for the Illinois Department of |
| 19 |
| Children and Family Services; while serving there he |
| 20 |
| established one of the first case review systems resulting in a |
| 21 |
| substantial reduction in the number of children residing in |
| 22 |
| residential and foster care; he also established the first |
| 23 |
| on-call, 24-hour emergency response system for D.C.F.S. in |
| 24 |
| Northern Illinois; and
|
| 25 |
| WHEREAS, Jimmie Smith is known for his entrepreneurial |
| 26 |
| leadership of child welfare agencies, seeing agency expansion |
| 27 |
| and growth under his leadership, developing leaders and |
| 28 |
| training management, his skills in mergers and acquisitions, |
| 29 |
| and his ability to manage major change efforts; therefore, be |
| 30 |
