AMENDMENT TO SENATE BILL 14

    AMENDMENT NO. ______. Amend Senate Bill 14 on page 4, by 
3
replacing lines 3 through 8 with the following:
4
"Corporation as a government corporation and instrumentality 
5
of the State.  Except as provided in"; and 
 
6
on page 6, line 11, by inserting ", cultural," after 
7
"geographic"; and
 
8
on page 8, line 25, by inserting after the period the 
9
following:
10
"The selection of a fund manager shall be through a public, 
11
competitive, and open request for proposals process that is 
12
fully publicized on the Corporation's website home page and in 
13
the print media throughout the State."; and
 
14
on page 8, line 31, by inserting after the period the 
15
following:
16
"The fund manager shall set forth his or her goals and plans to 
17
achieve the goals under this Act and under the Business 
18
Enterprise for Minorities, Females, and Persons with 
19
Disabilities Act.  The goals and plans shall become a material 
20
part of the contract between the manager and Corporation."; and
  
21
on page 11, line 12, after "Act", by inserting the following: 
22
"shall be deposited into the Illinois Special Projects Fund";

and

on page 11, line 31, by inserting after the period the

following:

"Not less than 12% of the total Illinois Opportunity Fund shall 
5
be invested in any one calender year in minority and female 
6
owned businesses and businesses owned by a person with a 
7
disability as defined under the Business Enterprise for 
8
Minorities, Females, and Persons with Disabilities Act."; and
 
9
on page 12, line 1, by inserting after the period the 
10
following:

"The fund manager shall annually report to the General Assembly 
12
the degree to and the manner in which he or she has achieved 
13
the goals under this Act and under the Business Enterprise for 
14
Minorities, Females, and Persons with Disabilities Act."; and
 
15
on page 15, lines 6 and 7, by replacing "15(g), 16(b), and 
16
20(b)" with "15(k) and 16(b)".
