| AMENDMENT TO SENATE BILL 75

| AMENDMENT NO. ______. Amend Senate Bill 75 on page 4, line |

| 3, after "household of 4", by inserting the following: |

| "as determined by the U.S. Department of Housing and Urban |
| 5 |
| Development"; and
|
| 6 |
| on page 4, line 9, after the period, by inserting the |
| 7 |
| following: |
| 8 |
| "Up to 20% of the funds for "rural" areas as defined in this |
| 9 |
| subsection may be set aside and awarded to one administering |
| 10 |
| agency to be distributed throughout the rural areas in the |
| 11 |
| State to localities that desire a number of subsidized units of |
| 12 |
| housing that is too small to justify the establishment of a |
| 13 |
| full local program. In such localities, the administering |
| 14 |
| agency may contract with local agencies to share the |
| 15 |
| administrative tasks of the program, such as inspection of |
| 16 |
| units."; and
|
| 17 |
| on page 5, line 8, after the period, by inserting the |
| 18 |
| following: |
| 19 |
| "In awarding grants under this Section and in addition to any |
| 20 |
| other requirements and qualifications specified in this Act and |
| 21 |
| by rule, the Authority shall also consider the improvement of |
| 22 |
| the geographic diversity of the developments under this Section |
| 23 |
| among the decision criteria."; and

| on page 12, by replacing lines 10 through 15 with the |

| following: |

| "One dollar of each surcharge shall be retained by the |
| 4 |
| county in which it was collected. This dollar shall be |
| 5 |
| deposited into the county's general revenue fund. Fifty cents |
| 6 |
| of that amount shall be transferred to a special account of the |
| 7 |
| county in which it was collected, to be known as the County |
| 8 |
| Housing Surcharge Account. All amounts in that account shall be |
| 9 |
| used for the costs of administering the Rental Housing Support |
| 10 |
| Program State surcharge and any other legal expenditures for |
| 11 |
| the operation of the office of the recorder. Those amounts may |
| 12 |
| not be appropriated or expended for any other purpose. The |
| 13 |
| amounts available to the recorder for expenditure from that |
| 14 |
| account shall not offset or reduce any other county |
| 15 |
| appropriation or funding of the office of the recorder."; and

| on page 14, by deleting line 1; and
|
| 17 |
| on page 15, by replacing lines 32 through 36 with the |
| 18 |
| following: |
