| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Sanitary District Act of 1917 is amended by |
| 5 |
| changing Section 2 as follows:
|

| Sec. 2. All courts in this state shall take judicial notice |

| of the
