    AN ACT concerning health.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Community Mental Health Act is amended by 
5
changing Section 1 as follows:

    (405 ILCS 20/1)  (from Ch. 91 1/2, par. 301)

    Sec. 1. As used in this Act: 

8
    (a) "governmental unit" means any county, city, village, 
9
incorporated
town, or township;

10
    (b) "person with a developmental disability" means any 
11
person or persons so
diagnosed and
and as defined in the Mental 
12
Health and Developmental Disabilities
Code;
13
    (c) "substance abuse" means the excessive use of alcohol, 
14
addiction to a
controlled substance, or the habitual use of 
15
cannabis.
