    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Water Pollutant Discharge Act is amended by 
5
changing Section 3 as follows:

    Sec. 3. The
The discharge of oil in quantities which exceed 
8
the standards adopted by
the Pollution Control Board, or the 
9
discharge of other pollutants directly
or indirectly into the 
10
waters is prohibited.
