Makes appropriations and reappropriations to the Board of Trustees of the University of Illinois for various purposes, including for its FY06 ordinary and contingent expenses. Effective July 1, 2005.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the General Revenue Fund to the Board of the Trustees of the University of Illinois to meet ordinary and contingent expenses for the fiscal year ending June 30, 2006:

Section 10. The sum of $1,998,500, or so much thereof as may be necessary, is appropriated from the Fire Prevention Fund to the Board of Trustees of the University of Illinois for the purpose of maintaining the Illinois Fire Service Institute, paying the Institute's expenses, and providing the facilities and structures incident thereto, including payment to the University for personal services and related costs incurred.
Section 15. The sum of $250,000, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of the University of Illinois for scholarship grant awards, in accordance with Public Act 91-83.
Section 20. The sum of $3,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for the ordinary and contingent expenses for technology transfer.
Section 25. The sum of $10,374,575, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for that purpose in Article 110, Section 10 of Public Act 93-842 is reappropriated from the Capital Development Fund to the Board of Trustees of the University of Illinois for all costs associated with the space needs of the Department of Natural Resources, Illinois Natural History Survey Division and State Water Survey Division on the campus of the University of Illinois in Champaign, including construction, capital facilities, planning, relocation, renovation and rehabilitation, mechanical systems, materials, services and all other costs required to complete the work.
Section 30. The sum of $3,770,922, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for that purpose in Article 110, Section 15 of Public Act 93-842, is reappropriated from the Capital Development Fund to the Board of Trustees of the University of Illinois to plan and construct an Education and Research facility for the College of Medicine in Chicago, including planning, land acquisition, demolition, construction, remodeling, landscaping, site improvements, equipment, extension or modification of campus utility systems, relocation of programs, and such expenses as may be necessary to complete the facility. This appropriation is in addition to any other funds appropriated for this purpose for this fiscal year.
Section 35. The sum of $147,294, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for such purpose in Article 110, Section 25 of Public Act 93-842, is reappropriated from the Capital Development Fund to the University of Illinois for digitalization infrastructure for WILL-TV (Urbana-Champaign).
Section 40. The sum of $814,444, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for such purpose in Article 110, Section 30 of Public Act 93-842, is reappropriated from the Capital Development Fund to the University of Illinois for digitalization infrastructure for WILL-TV (Urbana-Champaign).
Section 45. The sum of $94,568, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for that purpose in Article 110, Section 35 of Public Act 93-842, is reappropriated from the Capital Development Fund to the Board of Trustees of the University of Illinois to plan and construct a Classroom and Office Building at the Springfield Campus and related utility systems, including planning, land acquisition, demolition, construction, remodeling, landscaping, site improvements, equipment, extension or modification of campus utility systems, and such expenses as may be necessary to complete the facility. This appropriation is in addition to any other funds appropriated for this purpose for this fiscal year.
Section 50. The sum of $2,757,074, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2005, from a reappropriation heretofore made for such purpose in Article 110, Section 45 of Public Act 93-842, is reappropriated from the Capital Development Fund to the University of Illinois at Springfield for constructing a classroom and office building, in addition to funds previously appropriated.
Section 99. Effective date. This Act takes effect July 1, 2005.
