Amends the Illinois Human Rights Act. Provides that it is a civil rights
violation
for any person to restrict an individual's access or admission to, or usage of,
a place of
public accommodation solely because the individual operates a motorcycle.
Does not
prohibit a
person from restricting an individual's access or admission to, or usage of, a
place of
public accommodation because the individual's conduct poses a risk to the
health,
safety, or property of another.

| AN ACT concerning human rights.

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Human Rights Act is amended by |
| 5 |
| changing
Section 5-102 as follows:
|

| Sec. 5-102. Civil Rights Violations: Public |
| 8 |
| Accommodations.
|
| 9 |
| It is a civil
rights violation for any person on the basis |
| 10 |
| of unlawful discrimination to:
|
| 11 |
| (A) Enjoyment of Facilities. Deny or refuse to another |
| 12 |
| the full and equal
enjoyment of the facilities and services |
| 13 |
| of any public place of accommodation;
|
| 14 |
| (B) Written Communications. Directly or indirectly, as |
| 15 |
| the operator of
a place of public accommodation, publish, |
| 16 |
| circulate, display or mail any
written communication, |
| 17 |
| except a private communication sent in response to
a |
| 18 |
| specific inquiry, which the operator knows is to the effect |
| 19 |
| that any of
the facilities of the place of public |
| 20 |
| accommodation will be denied to any
person or that any |
| 21 |
| person is
unwelcome, objectionable or unacceptable because |
| 22 |
| of unlawful discrimination;
|
| 23 |
| (C) Public Officials. Deny or refuse to another, as a |
| 24 |
| public official,
the full and equal enjoyment of the |
| 25 |
| accommodations, advantage, facilities
or privileges of the |
| 26 |
| official's office or services or of any property under
the |
| 27 |
| official's care because of unlawful discrimination.

| 28 |
| It is a civil rights violation for any person to restrict |
| 29 |
| an individual's
access or
admission to, or usage of, a place of |
| 30 |
| public accommodation solely because the
individual
operates a |
| 31 |
| motorcycle.
This paragraph does not prohibit a person from |
