| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Capital Development Board Act is amended by |
5 |
| changing Section 10.09-5 as follows:
|

| (20 ILCS 3105/10.09-5)
|

| Sec. 10.09-5. Standards for an energy code. To adopt rules , |
8 |
| by January 1,
2004, implementing a statewide energy code for |
9 |
| the construction or repair of
State facilities described in |
10 |
| Section 4.01. The energy code shall be the latest published |
11 |
| edition of the International Code Council's International |
12 |
| Energy Conservation Code, any published supplements to the |
13 |
| latest edition of the International Energy Conservation Code, |
14 |
| and the adaptations to the Code that are made by the Board.

15 |
| adopted by the
Board shall incorporate standards promulgated by |
16 |
| the American Society of
Heating, Refrigerating and |
17 |
| Air-conditioning Engineers, Inc., (ASHRAE). In
proposing |
18 |
| rules, the Board shall consult with the Department of Commerce |
19 |
| and
Economic Opportunity
Community Affairs .

| Section 10. The Energy
Efficient Commercial Building Act is |

| amended by changing Section 15 as follows: |

| Sec. 15. Energy Efficient Building Code. The Board, in |
25 |
| consultation with the Department, shall adopt the Code as |
26 |
| minimum
requirements applying to the construction of, |
27 |
| renovations to, and additions to all commercial buildings in |
28 |
| the State. The Board may
appropriately adapt the International |
29 |
| Energy Conservation Code to apply to the
particular economy, |
30 |
| population distribution, geography, and climate of the
State |
