2 | AMENDMENT NO. ______. Amend Senate Bill 2983, AS AMENDED, | ||||||
3 | with reference to page and line numbers of Senate Amendment No. | ||||||
4 | 4, as follows:

5 | on page 1, line 5, by changing "40," to "40, 45,"; and | ||||||
6 | on page 5, immediately below line 19, by inserting the | ||||||
7 | following:
| ||||||
8 | "(35 ILCS 15/45)
| ||||||
9 | (Section scheduled to be repealed on January 1, 2007)
| ||||||
10 | Sec. 45. Evaluation of tax credit program; reports to the | ||||||
11 | General Assembly. | ||||||
12 | (a) The
Department shall evaluate the tax credit program. | ||||||
13 | The evaluation must include
an assessment of the effectiveness | ||||||
14 | of the program in creating and retaining new
jobs in Illinois | ||||||
15 | and of the revenue impact of the program, and may include a
| ||||||
16 | review of the practices and experiences of other states or | ||||||
17 | nations with similar
programs. Upon completion of this | ||||||
18 | evaluation, the Department shall determine
the overall success | ||||||
19 | of the program, and may make a recommendation to extend,
| ||||||
20 | modify, or not extend the program based on this evaluation. | ||||||
21 | (b) At the end of each fiscal quarter, the Department must | ||||||
22 | submit to the General Assembly a report that includes, without | ||||||
23 | limitation, the following information: |

1 | (1) the economic impact of the tax credit program, | ||||||
2 | including the number of jobs created and retained, | ||||||
3 | including whether the job positions are entry level, | ||||||
4 | management, talent-related, vendor-related, or | ||||||
5 | production-related; | ||||||
6 | (2) the amount of film production spending brought to | ||||||
7 | Illinois, including the amount of spending and type of | ||||||
8 | Illinois vendors hired in connection with an accredited | ||||||
9 | production; and | ||||||
10 | (3) an overall picture of whether the human | ||||||
11 | infrastructure of the motion picture industry in Illinois | ||||||
12 | reflects the geographical, racial and ethnic, gender, and | ||||||
13 | income-level diversity of the State of Illinois. | ||||||
14 | (c) At the end of each fiscal year, the Department must | ||||||
15 | submit to the General Assembly a report that includes, without | ||||||
16 | limitation, the following information: | ||||||
17 | (1) an identification of each vendor that provided | ||||||
18 | goods or services that were included in an accredited | ||||||
19 | production's Illinois production spending; | ||||||
20 | (2) the amount paid to each identified vendor by the | ||||||
21 | accredited production; | ||||||
22 | (3) for each identified vendor, a statement as to | ||||||
23 | whether the vendor is a minority owned business or a female | ||||||
24 | owned business, as defined under Section 2 of the Business | ||||||
25 | Enterprise for Minorities, Females, and Persons with | ||||||
26 | Disabilities Act; and | ||||||
27 | (4) a description of any steps taken by the Department | ||||||
28 | to encourage accredited productions to use vendors who are | ||||||
29 | a minority owned business or a female owned business.
