| SENATE JOINT RESOLUTION

| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |

| CONCURRING HEREIN, that a Court System Committee be created to |
| 5 |
| investigate ways to ease the backlog of cases in the court |
| 6 |
| system by utilizing retired judges on a part-time or temporary |
| 7 |
| basis; in its investigation, at a minimum, the Committee shall |
| 8 |
| consider the use of retired judges as both hearing officers and |
| 9 |
| arbitrators; and be it further
|
| 10 |
| RESOLVED, That the Committee shall take into account the |
| 11 |
| effect that appointing retired judges to these positions shall |
| 12 |
| have on the retired judges' pensions and shall look for ways in |
| 13 |
| which to minimize the effect on the retired judges' pensions; |
| 14 |
| and be it further
|
| 15 |
| RESOLVED, That the Committee shall consist of the |
| 16 |
| following: the President of the Senate, the Minority Leader of |
| 17 |
| the Senate, the Speaker of the House of Representatives, and |
| 18 |
| the Minority Leader of the House of Representatives shall each |
| 19 |
| appoint one member, and the Chief Justice of the Supreme Court |
| 20 |
| is asked to appoint two members; and be it further
|

| RESOLVED, That the Court System Committee shall submit a |
| 22 |
| written report of its findings and recommendations to the |
| 23 |
| General Assembly no later than November 1, 2005.
