SENATE JOINT RESOLUTION

WHEREAS, Telecommunications technology is advancing at a rapid pace; and

WHEREAS, More and more residential customers are cancelling their landline telephone service and using only wireless telecommunications service; and

WHEREAS, Residential customers are also embracing new telecommunications services technology that is offered over the Internet and through cable television subscriptions; and

WHEREAS, The use of these new and emerging telecommunications services technologies could potentially affect 911-type emergency telecommunications services and the ability of emergency personnel to reach residents that are in danger; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that there is created the Emergency Services Telecommunications Task Force, consisting of 24 members appointed as follows: 2 members appointed one each by the Speaker of the House of Representatives and the President of the Senate, both of whom shall serve as co-chairs; 2 members appointed one each by the House Minority Leader and the Senate Minority Leader; 2 members appointed by the Governor; the Director of the Illinois Emergency Management Agency, or his or her designee; the Executive Director of the Illinois Commerce Commission, or his or her designee; the Director of State Police, or his or her designee; and 15 members appointed by the co-chairs that are representatives of the telecommunications industry, law enforcement agencies, units of local government, and consumer groups, but that are not members of the General Assembly. All members shall serve without compensation but shall be reimbursed for their reasonable and necessary expenses from funds appropriated for that purpose; and be it further

RESOLVED, That the Task Force shall study existing 911-type emergency telecommunications services as they relate to new and emerging telecommunications technologies; and be it further

RESOLVED, That on or before January 1, 2006, the Task Force shall report to the General Assembly concerning its recommendations regarding the application of 911-type emergency telecommunications services to new and emerging telecommunications technology, including, but not limited to, wireless telecommunications, voice over Internet protocol (VOIP), and telephone service provided through cable television subscriptions.
