SENATE RESOLUTION

WHEREAS, The members of the Senate of the State of Illinois learned with great sadness of the death of Dr. Rosemarie Carroll of Palos Heights and Maple Island, Magician Lake, Sister Lakes, Michigan, which occurred on Friday, June 10, 2005; and

WHEREAS, Dr. Carroll was the Superintendent of Palos School District 118, and an educator, leader, innovator, and activist in the area of curriculum development; and

WHEREAS, She was born on August 24, 1951, in Chicago to Emmett and Jennie (Provenzano) Carroll; on January 16, 1993, in Homewood, she married Dr. John E. Bova; and

WHEREAS, Dr. Carroll graduated in 1969 from Elizabeth Seton High School in South Holland; after receiving her B.A. from St. Joseph's College and her master's degree's in both education from Northern Illinois University and public administration from Syracuse University, she received her doctorate in administrative and adult studies special education administration from Syracuse University in 1990; and

WHEREAS, Having a passion for curriculum development, special education, and the further development of faculty and administration teams, Dr. Carroll started as a high school teacher in the South Suburbs; she then became a teacher and later an administrator at SPEED in Chicago Heights; soon after, she moved into various roles and district principal positions, eventually becoming the superintendent at Palos School District 118; and

WHEREAS, Since accepting the position of Superintendent Designee in 1997 and Superintendent in 1998, Dr. Carroll managed significant growth in the Palos school district; from construction management to implementing state of the art technology improvements to negotiating union contracts as well as implementing the Illinois Quality School Index; she was instrumental in the district's successful growth; during her tenure as superintendent, the district set many new achievement records that have fostered a wonderful environment for both students and faculty; and

WHEREAS, She sat on many boards, including Cerebral Palsy of Greater Chicago, and was president of the Superintendents Roundtable/Study Club of Northern Illinois; in addition to the boards, she was a member of numerous associations and organizations; and

WHEREAS, Dr. Carroll inspired those around her to reach personal as well as collective goals for improving the education of the Palos District 118 children; she taught the power of collaborating, goal setting, analyzing progress, and celebrating successes; and

WHEREAS, The passing of Dr. Rosemarie Carroll has been deeply felt by many, especially her husband, Dr. John E. Bova; her daughters, Kelly Marie Pilachowski and Bridgette Carroll Bova; her stepson, Craig (Jennifer) Bova; her stepdaughter, Caryn Bova; her sisters, Margaret (Edward) Gricus, Sue Ellen (Thomas III) Hickey, and Patricia (David) Aversa; her brother, Daniel E. (Judith) Carroll; and her twelve nieces and nephews; she was preceded in death by her parents; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the death of Dr. Rosemarie Carroll, and we extend our deepest sympathy to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to her family as an expression of our sincerest condolences and as a tribute of the life that she devoted to the education of children.
